The James River Basin Partnership is comprised of a dedicated Board of Directors, Advisory Council, and a small staff who work with interns, service learning students, contractors, volunteers, and experts to achieve JRBP's objectives.

Brent grew up in Independence, Missouri enjoying his youth playing and exploring his family farm’s pastures and river bottoms. These experiences shaped Brent’s love for the outdoors. This passion eventually brought him to Springfield, Missouri where he received his B.S. in Wildlife Conservation and Management and a minor in Geospatial Sciences. Since graduating in 2013, he has worked for various non-profit organizations (such as the Ronald McDonald House Charities of the Ozarks and the Discovery Center) that provide hands-on  education and service to children and families throughout the Ozarks. Now, Brent holds the title of Executive Director at the James River Basin Partnership where he focuses on outreach education, JRBP programming, and grant management.

Since moving to Springfield, Brent has fallen in love with the Ozarks and the Springfield community. Brent is passionate about conservation and the outdoors and spends most of his free time hunting, fishing, mountain biking and volunteering for the Springfield Conservation Nature Center.

Todd Wilkinson
PROJECT MANAGER

Todd Wilkinson graduated from Missouri State with Bachelor and Masters of Arts in History, and taught American and Ozarks history and geography at Ozarks Technical Community College as an adjunct instructor for 16 years.

Continuing that emphasis, Todd served for ten years as a seasonal park ranger with the US National Park Service at Wilson’s Creek National Battlefield in Republic, Missouri, where he researched and delivered presentations on many aspects of local history, as well as the cultural and natural geography of the Ozarks.

Todd also serves in the United States Coast Guard Auxiliary, the enrolled volunteer component of the US Coast Guard, as a Public Affairs and Marine Safety Specialist, working alongside active duty and reserve Coast Guard personnel to promote recreational boating safety and environmental stewardship. 

On his free time Todd likes to hike, kayak, read about Theodore Roosevelt and road trip to national and state parks with his wife Jenn and two children, Shannon & Nick.


Brooke Widmar

Brooke Widmar grew up in Ozark, Missouri, and has always been passionate about the great outdoors thanks to scout family float trips and campouts. Attending a JRBP watershed festival in the 5th grade sparked an interest in water quality, which was further kindled by starting a Missouri Stream Team in high school and attending the Green Leadership Academy for Diverse Ecosystems. Her conservation career has included working for Stream Teams United, The Nature Conservancy of Missouri, and most recently the Missouri Prairie Foundation. Brooke is a graduate of Missouri State University (Go Bears!) where she earned a B.S. in Wildlife Conservation and Management with a certificate in Environmental Education.

Loring Bullard

From 1989 to 2012, Loring served as Executive Director for the Watershed Committee of the Ozarks, a non-for-profit water quality protection group. Prior to that, he was an Environmental Health Supervisor at the Springfield-Greene County Health Department. He has a Masters Degree in Natural and Applied Science and taught environmental science and aquatic biology courses at Drury University from 2010 to 2015. He has published three water-related books: one for the Watershed Press entitled “Consider the Source; A History of the Springfield Public Water Supply;” one for the University of Press titled “Healing Waters: Missouri’s Historical Mineral Springs and Spas,” and one for the Missouri Department of Natural Resources called “Springs of Greene County.” He has a lifelong love of water and enjoys canoeing and fishing on Ozark streams. Loring is married to Beth, has two daughters and lives in Springfield.


 

Rebecca Nassif

Rebecca joined the James River Basin Partnership in February 2024 as the Administrative Assistant. She began her career in fundraising at World Wildlife Fund in Washington, D.C. After a stint in the Mississippi Teacher Corps and teaching in schools in Mississippi and Memphis, she returned to the non-profit world and spent over 12 years in international development at ALSAC/St. Jude Children’s Research Hospital in Memphis, Tennessee. She then spent nine years raising funds for Playhouse on the Square, a professional resident theatre company in Memphis.

Originally from Carrollton, Mississippi, she called Memphis home for 26 years before relocating to Springfield. She holds a B.A. in political science from Hollins College in Roanoke, Virginia; a B.S. in biological sciences from the University of Southern Mississippi; and an M.A. in secondary education from the University of Mississippi. She and her husband Naji have two daughters and four cats and love the natural beauty surrounding their new city.


Cecilia Kayser

Cecilia is a recent college graduate from Missouri State with her Master's in Environmental Geology. While she was at Missouri State, she worked for Outdoor Adventures where her love for educating others about the outdoors was sparked. Cecilia loves to rock climb, bike, and run. Essentially anything that is an outdoor activity. She is a very passionate environmental Geologist with a deep love for the natural world. She finds great joy in exploring the wonders of the world, both above and below the surface. One of her greatest passions lies in sharing knowledge and educating others about the incredible world around us, particularly when it comes to rocks and their significance.
